The City of Johnson City Finance Department is responsible for managing all the fiscal affairs of the City. The department is under the supervision of the Finance Director/City Recorder/Treasurer, and is comprised of four divisions: Administration, Accounting, Collections, and Records.
The Finance Department is responsible for providing accurate and timely financial and management information and guidance to the City Commission, City Manager and Department Heads, to assist in making sound financial decisions. This department is also responsible for debt management, investments, tax and other revenue collections, public records requests and the development of processes and procedures to ensure compliance with applicable federal, state and local laws and ordinances.
ALCOHOLIC BEVERAGES
State and local laws regulate the sale of alcoholic beverages. The Finance Department is responsible for the process for acquiring the beer license application, liquor-by-the-drink and package store licenses for businesses located within the City limits.
Beer License (low gravity beer)
Beer license applications are available from the Finance Department which handles the administrative process. The beer license applicant must appear before the Beer Board for consideration of their request for a beer license. Members of Board of Commissioners sit as the Beer Board, which meets the 1st and 3rd Thursday of each month.
The application process can be lengthy so applicants should apply well before opening their business or purchasing an existing business.
Beer license privileges are not transferable and a new owner cannot operate under a previous owner's license. Stocking beer (actually holding beer on property you own or operate) without a beer license is a violation of the beer permit law and could result in denial of an application for a license.
Applications for a specific Beer Board meeting must be received by the Finance Department seven (7) days prior to the Beer Board meeting due to the many requirements that must be carried out before the application is considered complete and ready for the Beer Board's consideration.
Liquor-by-the-Drink
The State Alcoholic Beverage Commission (the ABC) authorizes liquor-by-the-ounce licenses. Local businesses will pay a fee for the local license in addition to the fee for their state license. The City will notify the business owner/operator of the need for the city license and the applicable fee once the State has authorized a liquor license and notified the City.
There are no applicable forms or a licensing process requiring local approval. Local licenses are issued only after the State has issued a license.

Business owners/operators should not purchase or sell alcoholic beverages prior to being licensed.
